Am I a lobbyist?

You are a lobbyist if:

  • YOU ARE WORKING on behalf of a client, an enterprise or an organization;
  • YOU COMMUNICATE with a parliamentary, government or municipal official, or an elected representative;
  • YOU ARE AIMING TO INFLUENCE a legislative, regulatory or administrative decision.


Here are some examples of a lobbyist's activities :

  • At the municipal level
    You are a professional (e.g. architects, urban planners, notaries, engineers, etc.), acting on behalf of a client, an enterprise or an organization, who communicate with municipal public office holders in order to influence their decision-making.
  • At the governement level
    You own an IT business and you make representations to various government departments and organizations in order to obtain contracts, other than by way of a call for public tenders.
  • At the parliamentary level
    You are a the person responsible for governement relations within your enterprise and you communicate with the minister and the deputy minister responsible for Economic development to obtain grants in order to expand your enterprise’s plant and create jobs in your area.
